a symposium during dominican delegation’s visit to tsinghua university was successfully held at liu qing building in tsinghua university on october 20, 2023. a delegation of eight, including olaya dotel, vice minister for international cooperation of the ministry of economy, planning, and development of the dominican republic, and briunny garabito segura, ambassador of the dominican republic to china, participated in the event.
the visiting delegation was welcomed by prof. chen taotao, director of tsinghua university latin america center, prof. chen tao, deputy head of department of engineering physics, prof. huang lida from the department of engineering physics, and zheng xiaona, senior engineer at the institute of public safety research (ipsr). the symposium was presided over by peng ruimei, assistant director of tsinghua university latin america center.

prof. chen taotao began by warmly welcoming and expressing gratitude to the esteemed guests, introducing the range of activities conducted by tsinghua university latin america center in collaboration with latin america and the caribbean region. particularly highlighted was the center’s successful endeavor of sending a team of tsinghua students to the dominican republic this year, who had the opportunity to engage in activities such as field visits and forum participation, allowing them to gain a deeper understanding of the country.

following that, prof. chen tao gave the participants a rundown of the ipsr at tsinghua university. backed by cutting-edge public safety technology, the ipsr combines modern information technologies such as the internet of things, cloud computing, big data, and bim/gis. it has successfully developed public emergency safety systems at the national, urban, and park levels that comprehensively monitor the operation status of vital urban infrastructure, including bridges, gas pipelines, and water supply networks. these systems enable timely perception, early prediction and warning, and efficient handling of public safety risks. this endeavor aims to provide government departments with real-time and accurate services, elevating their precision management and emergency security capabilities.

prof. huang lida provided an update on the development of the 911 program. as early as 2018, china and dominica had initiated a series of collaborations to advance the development of public safety and emergency response in dominica. the ecu911 system is an integrated urban safety command and control system developed through top-level design and research by the tsinghua university ipsr. it allows for effective handling of unforeseen scenarios such as social security, transportation, medical emergencies, and firefighting, as well as crisis management and command response to major emergencies and natural disasters.

in the course of the discussion, h.e. olaya dotel conveyed her appreciation to tsinghua university for facilitating this symposium. she stated that, thanks to the generous aid from the chinese people, dominica has made tremendous strides in the field of public safety. dominica has profited from the 911 program and intends to sustain its partnership with tsinghua university on the initiative. h.e. olaya dotel also highlighted the necessity for an expanded pool of public safety professionals in dominica and expressed the hope for enhanced exchange and cooperation with tsinghua university in the domains of graduate education and academic interchange.

prof. chen taotao proposed that moving forward, the two parties can build upon the achievements the ipsr has already made in dominica to step up their cooperation, such as boosting collaboration among academic experts, expanding international student enrollment, and fostering more talents through cooperative initiatives.

at the end of the symposium, both china and dominica exchanged gifts, with the embassy of the dominican republic in china presenting locally-produced handcrafted coffee to tsinghua university faculty and students. “this gift is a symbol of love and gratitude,” says h.e. olaya dotel. all the participants took a group photo after the event to commemorate the occasion.
